Unlike the Golden Visa, it carries no minimum salary threshold and no investment requirement. It is awarded on the basis of environmental impact and recognised expertise, and is self-sponsored and renewable.

What is the UAE Blue Residency Visa

The UAE Blue Residency Visa was introduced as part of thecountry's commitment to the UAE Net Zero by 2050 Strategic Initiative and the broader national sustainability agenda. The programme recognises that the transition to a green economy requires attracting and retaining the world's most talented environmental scientists, sustainability leaders, climate policy advocates, and green technology entrepreneurs.

The Blue Residency sits alongside the Golden Visa and Green Visa as part of the UAE's expanded long-term residency framework. All three programmes offer 10-year renewable residency without the need for a UAE employer sponsor. The Blue Residency is specifically distinguished by its focus on sustainability credentials rather than financial or employment metrics.

The visa is administered by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) and requires a preliminary accreditation step through the Ministry of Foreign Affairs (MOFA) for internationally-based applicants.

Who qualifies for the UAE Blue Residency Visa

The Blue Residency is available across five primary eligibility categories. Each has distinct documentation requirements, but all share the same standard: a verifiable, meaningful, and recognised contribution to environmental sustainability.

Environmental Scientists and Researchers

Academics, scientists, and researchers with a documented track record in climate science, marine biology, ecology, renewable energy, environmental engineering, or related disciplines. Requires an advanced degree (Masters or PhD), evidence of published peer-reviewed research, and either a UAE institutional affiliation or a letter of support from an internationally recognised environmental body.

Environmental Advocates and NGO Leaders

Individuals who have led or significantly contributed to recognised environmental organisations at a national or international level. Includes founders and senior executives of environmental NGOs, campaign directors who have driven measurable policy change, and individuals recognised by bodies such as UNEP or the IPCC. Internationally-based NGO workers require the mandatory MOFA accreditation letter — this is the step most applications fail on.

Green Economy Entrepreneurs and Investors

Founders, co-founders, and principal investors in businesses whose primary activity is in renewable energy, sustainable agriculture, clean water technology, carbon capture, green construction, electric mobility, or environmental data and analytics. Must demonstrate measurable environmental impact and meaningful business scale.

Sustainability Professionals in the Private Sector

Senior professionals in sustainability-focused roles — Chief Sustainability Officers, Heads of ESG, senior environmental compliance managers — with recognised certifications such as LEED Fellow, GRI Certified Sustainability Professional, or equivalent. Unlike the Golden Visa, this category assesses the nature and impact of the work rather than the remuneration level. A CSO earning AED 22,000 may qualify where the Golden Visa AED 30,000 threshold is out of reach.

Government and Policy Sector Contributors

Senior officials, policy advisors, and programme directors from government entities, intergovernmental organisations, and multilateral development banks who have designed or implemented significant environmental policy at national or international level. UAE government employees in sustainability roles at entities such as the Ministry of Climate Change, Abu Dhabi Department of Energy, or DEWA may also qualify.

The application process — step by step

    Confirm your eligibility category

    Identify which of the five categories applies to your profile. If you qualify under more than one, choose where your documentation is strongest. The ICP assesses applications against the specific criteria for the declared category — a mismatched application is a common cause of rejection.

    Obtain MOFA accreditation (international applicants)

    If based outside the UAE and your credentials relate to an international NGO, research institution, or intergovernmental body, obtain a formal accreditation letter from the UAE Ministry of Foreign Affairs through the UAE embassy or consulate in your country. This takes 3 to 6 weeks. Incomplete applications are returned without a timeline extension.

    Prepare your ICP application file

    Assemble the full document package: valid passport (6+ months validity), recent photograph meeting ICP specifications, Emirates ID if already a UAE resident, MOFA accreditation letter if applicable, and all category-specific supporting documents.

  4. 04

    Submit through the ICP portal

    The Blue Residency application is submitted through icp.gov.ae using UAE Pass authentication. The application fee is AED 2,860 for the 10-year visa plus standard ICP service charges. UAE residents can also submit through an authorised typing centre or PRO services provider.

  5. 05

    Medical screening and Emirates ID

    Upon conditional approval, complete standard UAE medical screening (blood test and chest X-ray at an approved health centre) and register for Emirates ID biometrics. International applicants require an entry permit issued after conditional ICP approval.

  6. 06

    Visa stamping and Emirates ID collection

    Following successful medical screening and biometric registration, the Blue Residency visa is stamped in the passport and the Emirates ID is issued within 5 to 7 business days.

Is the UAE Blue Residency Visa the same as the Golden Visa?
No. They are separate programmes. Both offer 10-year self-sponsored UAE residency, but the Golden Visa qualifies applicants through financial and professional metrics while the Blue Residency qualifies them through environmental impact and sustainability credentials. An applicant may hold only one long-term residency visa at a time.
Can I apply for the Blue Residency if I am already on a UAE employment visa?
Yes. You can apply to upgrade your UAE residence status from an employment visa to a Blue Residency while in the country. You do not need to exit the UAE or cancel your employment visa before applying, though your employment visa must be in good standing with no violations.
Do I need to live in the UAE full-time to maintain the Blue Residency?
No. Long-term residency holders can be absent for up to 12 consecutive months without affecting their visa status, unlike standard UAE residence visas which are cancelled after 6 months outside the country.
What is the difference between the Blue Residency and the Green Visa?
The Green Visa is designed for skilled professionals, freelancers, and investors in the general economy. The Blue Residency is specifically for individuals whose work is focused on environmental sustainability. A software engineer at a clean energy startup would typically qualify for the Green Visa; the Head of Sustainability at the same company might qualify for the Blue Residency.
How long does the Blue Residency application take?
Allow 8 to 14 weeks from the start of the MOFA accreditation process to visa issuance. MOFA takes 3 to 6 weeks. ICP processing takes a further 3 to 5 weeks. Medical screening and Emirates ID add 1 to 2 weeks.
Can I sponsor my family on a Blue Residency?
Yes. Blue Residency holders can sponsor a spouse, children under 18, unmarried daughters of any age, sons in full-time education, and parents under specific conditions. The family sponsorship process follows the same ICP procedures as Golden Visa family inclusion.
